When students are of different background, nationality, culture, etc they are afraid to take part, in case they get ridiculed or found that they know little.

As a new immigrant prof. teaching aboriginal Canadians, the students reluctance to ask questions was universal in the beginning. After sometime they felt at ease and then participated fully to any discussion or started to ask questions.
