The system will contain animation of a virtual classroom and will include voice interaction.
I'm not sure what exactly you are intending to implement here: What kind of virtual classroom: 2D? 3D? Does this need network connectivity, or is this just one person interacting with the computer alone? What platform? Linux? Windows? Multi-Platform?
I prefer C for most things, though, there are times with something like C++ or Fortran can have an advantage. I still think C is probably the best choice... C++ is really just a giant pile of messy overkill for most things, IMHO.
For sound, OpenAL is nice and easy to use. For graphics, OpenGL can do 2D and 3D well. I wouldn't bother with graphics shader programming or anything fancy like that; the OpenGL fixed-function pipeline is probably plenty fancy for a classroom simulation.

The other option is to use some kind of game-engine as a starting point, like the C++ based OGRE or something. I think that would probably be overkill, but some people just don't want to have to think about details, and OGRE provides tons of functionality and features right out of the box...
It not clear what are trying to do, for an online Web based virtual system there are already plenty of web development tools available, simply Google... what kind of virtual environment are you trying to define, ?
I earlier wanted to develop a virtual classroom as a desktop application and was confused about how to go about it. I finally decided to make it web based though.
