In my opinion, not only the impact factor is taken into account by scientists when choosing a scientific journal for the purpose of publishing their achievements in scientific activity, including the results of research. We can distinguish at least a few of these determinants of choice, but the impact factor is one of the most commonly considered determinants, one of the more important ones. In addition to the imfact factor, the reputation and recognisability of a scientific journal in researchers and researchers environments shape determinants such as the citation of globally known research results and scientists in publications published in a specific scientific journal, linking a specific scientific journal with periodically occurring scientific events, conferences and scientific symposia, recognition of a scientific journal specialized, domain-specific in a given field, scientific discipline and many other determinants, which may also be characteristic of a specific scientific environment, for a given field of knowledge, country, nature of conducted research in a given scientific discipline.

Why do you think the country of journal is important for journal choice? For me, indexation and journal scope are the only important factors. And, of course, publishing fee.

Impact factor and indexing are very important for publication. If it is a free access journal, it will be more accessible by researchers. Financial matters are also taken into consideration when there is little or no support for the publication of your research.

I think we can also consider the ranking of the journal for each field as recommended by https://www.scimagojr.com/. It is divided into 4 levels of SJR as Q1, Q2, Q3, and Q4. Sometimes IF is not an important component when comparing with different fields. So, SJR is a good way for consideration.
In addition to Journal impact factor or CiteScore, other factors we should weigh are:
Periodicity: Certain journals are published weekly, fortnightly, monthly, bimonthly, tri-monthly, or bi-annual. Bear in mind that the “publication lag” of a weekly or monthly journal is always shorter than that of a quarterly or bi-annual journal.
Area of circulation: You may find international, national, and regional journals. Try to publish your articles in reputed international journals to reach a wider audience.
Language: Select a language so that a good number of people go through your paper enhancing its impact.
Promptness and punctuality: These two factors have a major role in decide the rating of a journal
Prospective audience: The article may be interesting for a small group of fellow experts or a wider scientific community. Accordingly, the researcher can select a general scientific journal or a specialist journal for publication of articles.
Cost involved: If your institution or funding agency bears the cost of publication, you need not worry much about the cost factor. Otherwise, it is an issue!
Type of journals: Researchers can select any of the four categories of journals mentioned below that publish original articles; general scientific journals, general discipline journals, specialist journals, or open-access journals

The criteria for choosing a journal for publication are similar to those considered for selection of material for a science library. Impact factor is one determinant, but in addition there is the usage of this journal, its disciplinary affiliation that determine its aims and scope, The good name of the publisher of this journal, and the academic community consensus about the quality of this journal.
First and the most important factor is to match the scope of the journal with the manuscript to be submitted. Other factors are wether the Journal is "Open Access " or for the subscribers; the target population for which the authors want to disseminate the information ( wether the information is important for national or international level ); wether the Journal follows proper peer-review process or not; Wether the Journal is Indexed in popular databases or not.
The above discussion inspired me to the following considerations:

The publisher's reputation is important in choosing a journal for publication, and the journal type ( open access or not), who is the editor, and also , who are the editorial board ?. Does the journal charge for publication ? how frequently the journal appear in one year and how many paper are published in each issue (this could give a hint about the length of waiting time for publication).Finally, is my paper in the range of the journal's subject area ?
The first thing to see on a journal before the impact factor, is to be ensure that the paper matches to the journal's aim.
