Could you give me your opininon about most effective (and maybe simple) method face detection on image?
There a lot of papers about it, and most of all of them tell us that considered metohd or algorithm are the best in the scope.
May be it is Viola-Jones or specific method based on neral networks.
What is your opinino?

With the recent advances of deep learning along with big data, many research and commercial products developed algorithms able to provide robust facial detection/recognition solutions. Mainly those based on convolutional neural networks algorithms/models are now state of the art.
However, the main challenge in developed your own algorithm, is having access to a huge data in order to train it. Therefore, it is highly unlikely that someone can beats Facebook and Google trained facial recognition/detection systems without having such large data to train on.
One of the well known and open source facial detection libraries is dlib.

Many pre-trained cascade classifiers are available. MMOD human face detector is one of the best one. You can also explore the 'facerecognition' package in python for more.

SFD is a good one: https://github.com/sfzhang15/SFD. But it is CNN aproach (Caffee framework) and Python implementation.
