If you had $1000 in some account from which you could spend money on your research activities, and if you face a publication fee of $x, what is x that you would accept and that you would pay from your research account? Is there an x that is "too high", and this when you would think that you manuscript is not really worth this money?
It would be a very situation-specific decision. Only choice I would say is that if the paper looked critical to my work, I would pay rather than try any other short cut to access the paper.
During my research period, 2000-2005, for the reputed journals also there were no publication fees. Nowadays also for the reputed journals, there is no publication fee.
Many of the leading journals in Economics and Finance have submission fees or publication fees.
Virtually all Open Access journals impose APCs, regardless of their quality.
$1,000 would not come close to paying the APCs for many leading journals, especially Nature and Science, and their off-shoots.
