What might be reasons behind the inconsistency in control of spread of Corona in USA?

USA has tried best to control the spread. They reduced it already but even after the middle of June USA has to report >20,000 cases per day and lack of consistency is alarming actually. Europe showed the better consistency to maintain the low spread.
