I visited a location in the Philippines where the residents complain that the cost of their water ranges from 40-65 pesos per cubic meter, which is considered expensive. This is because the concessionaire (Manila Water) can not go in due "right of way" issue. So they only built a "bulk water meter" that will serve as the main source of their water. The problem is that the facility that is responsible for the distribution of water to every households needs to add to the base cost (30 pesos per cubic meter) which starts at 15 pesos per cubic meter. Can u suggest a method that we can use to design a water distribution system that will lessen their water cost?
