If you have suitable lithologies then you might consider using illite crystallinity data and referring to works such as Leoni (2001) European Journal of Mineralogy, 13, 1109-1118 and other references within this.
It depends on many things. I would be curious to know which rocks you are working with and how low temperatures are, because it will help us helping you. I would like to add to other answers that there is also the phengite-chlorite multi-equilibrium calculations method (Vidal et al., 2001; Vidal & Parra, 2000 and subsequent papers) that allows to obtain P/T estimates from chlorite-phengite pairs (even at very low T < 300 °C). For very low T, the best -in my opinion- is to work with fluid inclusions in veins associated with your rocks.
