Information and communication technology, molecular biology, physics, engineering and chemistry have all markedly changed the lives of most humans during the past century. Scientific research is crucial for creating the knowledge base for this progress. On the one hand, discussions on new synthetic drugs, chemical and biological weapons, human cloning, genetic manipulation or euthanasia are some examples that demonstrate the need for the use of criteria such as improving life quality of people and not their destruction.

Every object has two sides the light side and the dark side. The two sides are complementary such that one can not realize one side without the other. The goodness and badness are two sides of one thing. These are embedded in the sons of Adam and Eva. Good people will struggle for goodness and search about the light sides of the objects and people who search for power and ruling will use the objects for weapons and destruction. The worst situation is when one only has these weapons and all others have nothing. A balance of force will exist when at least two have equivalent weapons.
Yes i agree with you that we have to look at the usefulness of the objects and discard their harm. If one could not make that then one has at least to regulate and control the harm and this what the people try to achieve.

I'm afraid you cannot ensure that scientific findings will be used for 'bad' purposes. Whatever laws you come up with, the US, Russia and some more countries, will never sign such a convenant.
Synthetic drugs are already forbidden, but then, is it scientific? No publications in peer-reviewed journals... That holds for all weapon research too: classified.

In my opinion, different institutions (academy, governmental and non-governmental organizations, private and or public institutions, philanthropy) must contribute aiming to establishment of guidelines for prevention and control about application of scientific knowledge for benefitial purposes.
