There is a hill with a limestone quarry and rare medicinal herbs which is only found there.so what sort of construction or changes could be made their for the tourism develpoment and to increase the economic aspects of the locality. In my opinion a botanical garden could be established but how could i establish the importance and the beauty of limestone without its proper use .

Hello, not sure to have correctly understood the situation.
It is necessary to see if quarry is still active or not, because in the first case there is a need for a respect distance between the site and the zone of botanic interest (traffic with separate access, dust, slope stability). If the quarry is no longer active and vegetation is growing inside the exploitation area, it is mandatory to keep safe slopes from rock detachments, or assuming restrictions to operate only in safe areas. It is important to have proper and clear access to the site, with directions; usually, surface water works to keep soil and burden stable are necessary. Limitations and directions for the environment protection are also necessary to avoid that uncontrolled tourism can create problems.
These are only suggestions, of course, proper evaluation can be done onsite.

this is a textbook-like conflict of interests and to take any decision which contender has better arguments, whose requests are in accordance with the existing law...etc. you need to have a profound database and if you want to get some answers of assistance to your work you will have to put some more hard facts on the table because some attractive ideas are not sufficient. Which country and region ? Is it a country well endowed with non-metallic resources, has tourismn a long-standing tradition and in which way people use to spend their holidays and are these herbs really of pharmaceutical quality and value....? There exists a wealth of un-disclosed issues which prior to any recommendation should be named.

If limestone quarry continues to produce, medicinal herbs and plants sould be transplanted in another suitable place or garden away from the blasting zone of the quarry. If the quarry is abandoned, then it would be naturally filled with water after monsoon rains. This can be useful source of irrigation of the herbal or medicinal herbs and all can be enclosed with fencing or boundary wall.
Construction with water resistant materials is best suitable because such environment is subjected to water.
Most importantly, take an Environmental Impact Assessment (EIA) to determine how massive and erect your construction may be.
