I am an independent self-funded toxicologist not affiliated with an institution and according to the US DHHS' Office of Human Research Protection, I don't need IRB approval to conduct human studies, because I am self-funded. However, I am having trouble finding journals that will publish my work without IRB approval. Do you know of any journals that don't require IRB approval for human studies?

Rightly said, it depends upon the nature of study. Mostly people consider research as something pertaining to searching again in the external domain. But why can't a search or research pertain to internal domain or domain within of human? To me, empirical research based on experiential learning can pertain to both the domains. And research based on insights or self-realization are innovations that cannot demand IRB approval.
The best option is to just ask journal editors what their journal-specific and publisher policies are so that you don't run into unforeseen obstacles after the paper is already sent for review or accepted.
One thing to possibly look into is whether you can get a determination of non-human subjects research. Projects are often deemed "research" in the academic sense when the intent and purpose is to generalize across broad populations. If the *original* intent and purpose is for something else (e.g., personal interest, company interest, etc.) it may not constitute "research." The intent can change from something else to research after the data are collected. Should this be the case, and the data are already anonymized so that it is impossible to identify the original participants, then this can qualify as non-human subjects research because you're only conducting academic research on data (even if the data originally came from humans). It's an odd way that many IRBs operate. You may still have to go to an independent ethics review board for this determination but it's often on the much cheaper side of a full review.
Bear in mind that I have not worked on any ethics board so my 2 cents here is solely based on what I know as a researcher.
