Dear Oadi, you should see shape, colour and size of conidia! Observation of symptoms is not enough to identify pathogen!

Yes, Cedar Apple Rust. Beautiful picture! Never seen on apple, but seems to be more common in USA according to the Compendium of apple and pear diseases. You should find also fruiting bodies on cedar.
