It is not found the well know value of VMS parameter traffic per user. Some says its 2 milli erlang some says it is 0.2 erlang. Being the adjustable parameter, though want to know the standard and empirical value.
how could there be a standard value, given that different populations vary so much?
.2 erlang seems absurdly high to me, but perhaps for someone in sales it might be feasible, though it's hard to imagine how such a person could get anything done. (just listening to the mesages would take about 20% of available time, and surely replying would take even more...)
.0002 erlang seems pretty low, though. I think of my job as being blessedly light on voicemail/phonecalls, but I probably average more than 25 seconds/week...

This value is not fix. It varies according to different parameter various. One standard equation is there for that. You may refer Vishwanathan book which is famous for telecommunication.
Well it's obvious that this depends on many conditions.
1) What is the network on which the VMS service is provided (PSTN, PLMN, corporate...)
2) What is the population and its attitude towards the provided service (customers' behavior)
3) What are the redirect causes (e.g. no answer, subscriber busy etc.) and what is their volume per subscriber
4) What is the billing model, are deposit, consult, or both, paid or free
5) Is there any administrative limit on the deposit or consult duration
6) What is the IVR tree (duration of the prompts, complexity of the tree, user-friendliness of the prompts), is early media used or not.
7) What is the notification model
Items 2), 4) - 6) will influence mean deposit and consult durations.
