I want to ask is it possible to change the communication range or transmission range of sensor node by adjusting the power level of sensor node whenever the distance of node which is sending the data to cluster head is more .
Is there any fix relation between sensing range and communication range.???

You are asking about two different things. The sensing range depends to the sensor device nature, capacity and functionality. I mean sensing temperature is different to sense humidity or ever collecting video or audio information !
For the communication range, it depends to two things: the transmission power of the RF module, and to the environment. In other words, if you are in indoor or out door configuration.
Typically, for WSN the standard is 802.15.4, and if you look for example the telosb datasheet (http://www.willow.co.uk/TelosB_Datasheet.pdf) you can see that the communication range goes from 20 m to 30 m for indoor and for 75 m to 100 m for out door.

There is a number of standardized transmission (aka communication) ranges (0..5 V, 0..10 V, 0 (4)..20 mA, +- 5 (10) V), but the relation between physical and transmitted value is arbitrary. "Newer" protocols try to solve this issue by either 1. supplying an "electronic data sheet" or 2. overlaying the analogue signal with a digital signal transmitting "calibration data" ("how the analogue signal is to be interpreted").
The underlying problem is quite simple:
It is easy to define an interface for an electrical signal (thus the standardized ranges).
But it is more or less impossible to cover the plethora of physical signals transmitted by means of a small number of variants of electrical signals.

Generally less than 100 meters is the communication range of WSN nodes. You can change the transmission range of a WSN node by changing the setting in nodes. In fact the transmission range is very important especially for cluster heads the transmission range determines how many nodes will come inside a cluster or the cluster size. In that case if transmission range is low there will be less number of cluster members for a cluster leading to less intra cluster traffic and more number of cluster heads which increases the inter cluster head transmission traffic. So one needs to appropriately set the transmission radius and it may be dynamically varied to get optimal performance.

The sensing range characteristics of the sensor being used like PIR sensor - 20 feets, Inductive Proximity Sensor - 50mm. Typical values. Similarly, it varies from specific sensor type.
Since these sensors are connected to radio transceiver board (Ex CC2420), transmission range is determined by the transmission power used. Like CC2420 supports several power levels with 0 dBm(eq. 1 mw) being the maximum power which decides the transmission range. It also a function of environmental conditions, obstacles etc.
You can set transmission power on per packet basis. If the distance to the next hop is known, you can always estimate the typical power required to transmit to that node.
There is no relation between sensing range and transmission range.
