when I read an article I found that they used two antibiotic-resistant genes but they did not insert the interested gene in one of them and they did the propagation in E.coil with the use of one of the antibiotics for selection then they transferred the plasmid to L.lactis and used the other antibiotic. both antibiotic-resistant genes are in different directions. what is the idea here in the selection, why they did not use one antibiotic-resistance gene for both bacteria?

Different species have different transcription factors meaning they do not always transcribe foreign promoters, and if they do it is usually only at a low level. You will find the one resistance gene has a promoter for E. coli and the other has a promoter for L. lactis.

I haven't read the article but in addition to what Robert Adolf Brinzer told you, maybe the host bacteria naturally have resistance to one of the antibiotics that are in the plasmid, that's for this reason they used a plasmid containing two resistance to antibiotics (especially since you say that they did not use these selection markers in the DNA insertion), in order to be able to select the bacteria which received this plasmid or not, depending on their resistance/sensitivity profile.
