It's a very interesting and important question. The parliament should stimulate the companies that want to introduce this kind of technologies in the country with a diminution of taxes or the creation of investing funds, depending of the public budget of each country, to support these enterprises.

Also the parliament should promote the creation of scholarships in careers about the use of ICTs for involving more the national university community with this topics.

To support all previous answers, most importantly, focus on bridging the digital divide. In addition,

• It is crucial to propose legislation (legislation) that will promote the growth of local ICT content. It will help to drive the adoption and use of ICT.
• Privacy laws are also important as privacy is one of the major concerns.
• It is essential to implement ICT strategic plan at the initial phase (some parliaments do not have a strategic plan).
• It is also important to allocate resources, collaborate with NGOs for support, and increase awareness of the benefits of e-parliament.
