This is really a broad question, are you looking for something about a specific group of non-coding RNAs or in a specific cell type?
There are a number of different types of non-coding RNAs. Their functions range from gene silencing to signalling dynamics to a host of other epigenetic regulatory functions. Like most functions in a biological system, you're going to have some variability from one cell type/system to the next.
In general, most of your major journals (Cell, Nature, Science, etc.) will have reviews on non-coding RNAs. If you're new to a topic/field, those will be your best starting point. As this is a rapidly expanding field, make sure to look for recent reviews/publications as these will cover all of the basics and show you some of the more widely accepted/relevant papers on the subject.
