Leadership is the ability to lead, empower, assess, direct, educate and reform. These requirements are same for everyone normal or deaf. Deafness only requires a Special ability of lip reading. God has created people able or differently able. Differently able leaders create ability in their own way and lead to superior performance.
There is no special qualifications for blind people to open and run a business, that is different from any other entrepreneur. These are the people who risk their money, time, and resources to start and run a business.

I think you have some confusion here. What you're talking about it just an entrepreneurial skill set as Anjay pointed out. Let's forget about the 'deafness'. What about someone lost their vision, lost their speech, a quadriplegic, but they start a business. As a matter of fact, anyone with a physical or mental illness can start a business. Would you characterize them as a 'heroic' leadership. What about someone who is normal, with all challenges and limitation stated a business. Would you characterize them as a 'heroic' leadership?
There are so many elements needs to be spelled out! What startup business that we are talking about? Does all startup business requires a leadership quality? What about a deaf person start a 'start up' which is a grocery store or an ice cream or a donut shop (a one man show). Where comes the leadership skills?
Someone who happen to be deaf, doesn't mean that it qualify to be called as a 'heroic leadership'. Leadership is not merely about how many people that we lead. it is more of a responsibility, i.e. how many people that you nurture and develop, empower, and make them as a future leader.
