ICT is an enabler for KM. However, KM is much more than technology, rather the combination of people, processes and technology. If you aren't able to motivate people to share knowledge, then technology is redundant. There is a vast literature on KM systems, but adoption of these systems has often been problematic, as not enough attention has been placed on the human factors of technology adoption and knowledge sharing.

Knowledge management can done both by means of ICT or otherwise. In the modern technological era collecting, communication and creating new knowledge is often done through ICT solutions. In fact, it is ICT development gave new quality to knowledge management that now can be done without participation of humans - the former monopolists for knowledge management. Another fact is that effective knowledge management became lately crucial to all knowledge intensive organisation, universities being one of those. Software development, engineering, corporate sector and many other fields consider knowledge management one of the critical process. Wiki - is a tool for knowledge management clearly done through ICT solutions. Atlassian Confluence - is a particular solution for software development knowledge management based on wiki.

It seems to me that the "...concrete dimensions (or factors) of information and communication technology" are rooted in an understanding of the behavior ICT must exhibit in order to produce a desired impact in the context of interest. The factors differ as one moves from context to context. A single set of factors is likely to be interesting, but may not prove useful without an understanding of the context.

From my own experience, specific data or knowledge requires specific ICTs, because not all the ICTs are fit for all types of data or knowledge. I think you should choose the type of knowledge and people involved, then choose the type of ICTs meant for that KM, then you can easily narrow down to the dimensions involved. Remember that those are Twin Towers, one needs the other. KM needs ICTs, but knowledge management is wide and so are ICTs.

From my own experience, i feel Knowledge management may be interpreted through ICT for betterment in performance. Both are interrelated. To express ones thought, in this technology era it need to be dynamic. This is a great topic, but it has to be narrowed down, it seems to be a broader scope.

ICT is basically the enabler of knowledge mgmt which makes the implementation and adoption of knowledge management easier. To find dimensions of ICT that supports the KM adoption, refer paper by Viswanath Venkatesh on USER ACCEPTANCE OF INFORMATION

Information is processed data. This means computer hardware and software come to play in everything about information. Communication is broad; takes into consideration networking, telecommunications, and information transfer technology. With Knowledge management we are mainly looking at how knowlege is kept for future use. What then is knowledge? Knowlege in simple terms is the trusted and reliable usage of information in industries to resolve all forms of problems. If an engineer employs an information to resolve a problem, it becomes a knowledge based. That knowlege must be kept and secured so that in the near future if that same problem or similar problem occurs and that engineer is not around, the problem can still be resolved. Knowledge management theerefore removes the feeling of indespensability among key staff of companies. Databases and libraries can be employed to manage knowledge.

ICT is a powerful arm for implementing KM.

There is a continuum from data to knowledge and vice versa. Knowledge creation is usually unstructured and uncontrolled while data is structured. ICT is a means to capture the knowledge creation process into structured data and information for re-use and sharing. Data is the raw material, which, within context and with a model, becomes information, which can be interpreted exploited through knowledge. Knowledge management is a process to systematically capture knowledge by means of ICT. Some specific ICT will serve this purpose.
