What is the reason behind the hydrophilic and hydrophobic character of ionic liquids ?

IL [BMIM][NTf2] is hydrophobic and [BMIM][DCA] is not why?

I think it's partly because the bis(trifluoromethylsulfonyl)imide (a.k.a. TFSI, Tf2N, NTf2) anion has fluorine in it, and dicyanamide does not. Another factor enhancing hydrophobicity could be the size of the anion, e.g. the former anion is larger and the latter is smaller.
