While, heat treating a steel (cooling or heating) at a rate different from equilibrium heating or cooling rate, transformations take place at temperatures higher than or lower than the temperature predicted by "equilibrium phase diagram".
The main reason is that the material has a thermal anisotropy which provides an easy direction for the thermal conductivity.
I recommend that you may learn diffusion process and concerning between equilibrium and diffusion such as TTT diagram.
