I believe all the functional elements are all important and should be treated with same level of safety and consideration, however, the generation and storage are the responsibility of citizens, while collection to final disposal is controlled by the waste management authority and this comprises of waste from different households and sources. what is your opinion?
I agree with what you have mentioned that all the functional steps are important, but I think the disposal method have the most significant impact on the environment, not only due to the hazardous nature of some solid wastes types but also the quantity of the contaminant itself in the waste material that may harm the ecosystem in a an unrecoverable manner.
I, too, agree that all steps are important, but waste generation is most important to minimization, and disposal is most important to long-term environmental protection.

It is our responsibility as a citizen to adopt processes where waste generation should be minimum. In my opinion waste treatment and disposal is the crucial steps.
It mainly based on your target. If the waste handling target is the waste generated from different households. So the first step is to conduct a field research on the local area iccluding different households, that we name it as waste component analysis. Components can be classified as food waste, books and newspapers, heavy metals, harmful waste by weight or volume......, then improve the transport (delivering ), waste management infrastructure, then broadcast the idea of waste separation to the local citizen and keep hearing from and let them enjoy the benefits of waste managment. So all start from the components of the waste from the local people.
Interesting philosophical question. On balance the key element must be the legislation/regulation that underpins the safe & efficient management of waste. all other elements follow from this.
All the mentioned functional elements are equally important. In my opinion, waste degradation should be preferred rather than just removing from for e.g. wastewater or air and again disposing in the environment.
