The standard conditions for identifying unknown compounds using the NIST database are an electron energy of 70 eV and an internal ion source temperature of 220 C. In my experience, MS scan is best to start from at least m/z 19. It is assumed that the ion optics is tuned properly using the reference compound suggested in the manual.
GC conditions (type and length of the capillary column, temperature, flow rate, etc.) highly depend on the nature of the sample, so it is difficult to give specific recommendations here.
