In Hibiscus , the stalk of the flower is jointed. Lower part of this stalk is narrower than the upper part. When flower buds fall or after plucking of flowers, upper part of the stalk is detached from this jointed area. Generally absciss zone is developed at the base of petiole, pedicel, floral members, fruits etc. Is this two part of the stalk morphologically same?
Petiole is from the jointed area down. The green area above the joint is part of the calyx :)
1. You can see your picture that above the abscission zone (AZ), it became yellow. And eventually the flower drops.
2. The structure between 'pedicel' (a small stalk bearing an individual flower in an inflorescence) and abscission zone are different (see attachment #1 and #2).
3. Gene expression profiles above the AZ or below the AZ can be different, too (see attachment #3 and its paper).

The flower structure of Malvaceae family is quite complicated. Inside the perianth occurs a column formed by the fusion of down part of corolla (petals) and stamen filaments. Inside this tubular column is a pistil with multiple-chambers ovary which is partly embedded in the receptacle. Therefore, just under the flower peduncle (stalk) is thicker and the abscission zone is located lower.

It is very often see in plants, having many stamens, the common ring witch is formed from fusing of stamen filament basal parts ; and it fall together after pollinisation.
In Malvacea flower - this ring is also fused with the column, so it fall also together.

I think that you are right, 'region 1' in your picture should be pedicel, and 'region 2' should be peduncle in a solitary flower. The joint region between 'region 1' and 'region 2' should be pedicel abscission zone (AZ),
