This reference [1] says that "The maximum EIRP is regulated to be 43 dBm for mobile stations (MSs) by the FCC" which means about 20 watt. But normal simulators are usually using less than 10 watt transmission power for UE, so is there a common range for the EIRP for experimental use?

Normally, you would consider a 43 dBm transmit power for a macro base station, while for the UE, usually a transmit power in the range of 20-24 dBm is assumed. You can find further information in the

One has to differentiate between the the effective isotropic radiated power and the radiated power pr. The effective radiated power EIRP= At Pr where At is the transmit antenna gain. In dBm, EIRP= 10 log (Pr/1mw) + At in dB,
The transmit antenna gain is about 3dB-5dBs. The radiated power Pr is lass or equal to about 27 dBm, then the EIRP= 32 dBm.
So, such high effective isotropic radiated power is doubt full for the standard mobile users.

i spoke from standard mobile user in the 4G networks.
For mmwave it is a matter of the link budget. If you have the link budget parameters such as the distance, the sensitivity of the receiver, the bandwidth , the bit rate, the frequency of the carrier, the directivity of the antenna both transmitting and receiving, one can estimate the transmit power. This is a typical link budget parameter. The mm wave is characterized by heavy path loss, that may require larger transmit power for a given link distance.

Usually, UE is up to 20dBm. 43dBm is for bade station. You should pay attention to the frequency band and technology. You can find in a standard for each technology what is the maximum allowed transmission power. In example, for TVWS deployment max power is 20dBm. If you check Wi-Fi devices, limit is 100mW. CDMA UE devices deployed as FWA devices are limited to 250mW. Your 43dBm is a high number that could make sense for a nomadic deployment. I really wouldn't like to hold in my hand something radiating 43dBm or more.
