It is accepted that nothing can travel faster than c or the speed of light in a vacuum.

But (and sorry if this question was asked before in RG), is the limit "the speed of light in vaccuum" whose value is denoted as "c", or is the limit "c" with the known value of 299,792,458 metres per second and "the speed of light in vaccuum" is already limited by this constant?
