well Kc it is meant to be for a different crops ... as Kc is the ratio of evapotranspiration observed for the crop studied over that observed for the well calibrated reference crop under the same conditions ... and in FAO 56 is a plenty of examples ... You should use the value of the CN of the method of the number of land use.

If you have some observed actual ET data you can calibrate the Kc for the target ecosystem using the FAO's reference ET paper. i.e. ETa=Kc*ETref. But if such data used to calibration is not avaliable, I think some reference sould be able to provide you with appropriate Kc.
