What is the exact method for the preparation of synthetic surface (Fresh) water sample?

Of course, I have to add all relevant chemicals contributing towards salts and heavy metals addition in water. I am a bit confused with the properties of chemicals to be added. All chemicals to be added must be strong electrolytes? Is that important?
