A conceptual framework places concepts within a logical and/or sequential design. It represents less formal structure than a theoretical framework. It is more appropriate for studies where existing theory is not applicable -or- not sufficient.

A very simple and clear difference between theoretical model and conceptual model is, 

theoretical model explains the relationship that is applicable to all contexts for example stimulus leads to response or stimulus leads to organism, which further influences response. 

However, a conceptual model is how you define a theoretical model into a conceptual model, which is not applicable to all settings. Instead, it is for the particular situation. For example, Using the stimulus response theoretical model, the conceptual model can be, smoking causes cancer.

The "Explanation" is the third level in a research in which the conceptual framework is explained in it by researchers while the "Verification" is the fourth level in a research in which the theoretical framework verified in it. Therefor for understanding the difference between "Conceptual framework" and "Theoretical framework" it is enough to point the difference between Explanation and Verification levels.  in order to answer your question, it is important to know your study nature is it Quantitative or Qualitative study? and then we can say that In quantitative studies, the theoretical framework is the fundamental basis on which research hypotheses are based or may serve as a basis for predicting the results of the study. The theoretical framework allows the researcher to know whether the theory applies in certain situations and circumstances. And highlights the role of information in providing further support or refutation of the theory. in some cases.

from other side, In the formulation of qualitative studies, while the researcher is linked to a conceptual framework, it may not necessarily require theoretical framing (with the need to provide qualitative studies using the conceptual framework and conceptual framework at the same time, if necessary). If the researcher believes that there is a need for both theoretical and conceptual framework, although his study is qualitative, it can always be separated independently, which is easy to follow and know the purpose of it. The researcher can integrate the theoretical framework with the conceptual framework, with reference to the theories of the main topics of interest in the research. These theories can be used in a later subject, such as "lenses", which explain any hypotheses resulting from extrapolation during the conduct of specific studies.

I agree with Maris' explanation. The theoretical framework of a study is also referred as "theoretical underpinnings". Before tackling this topic however, you should have stated a clear statement of "the problem" you are trying to resolve and a statement of purpose for your research project. These 2 items will lead you to think and present about a conceptual, or theoretical framework.

i think conceptual framework define the concepts your interested to look or you have in mind while theoretical framework you want to define the already existing and proven theories to cater with your need you are looking at

my opinion is , conceptual framework is how a researcher thinks on how the variables in his /her study will interact. while theoretical framework the argument is based on existing theories .However ,these theories are dynamic. And therefore the researcher has to adapt or adopt a theory.

1) I think, if you used existing theory without any modification this called Theoretical framework.

2) If you developed new theory based on theories this called conceptual framework.

I agree with Maris' explanation as well. Confusion starts with terminologies, when do you use models and frameworks? These two terms are sometimes used rather loosely.

The conceptual framework concerns the definition of the concept of research work, planning and implementation of a research project, organization of research, etc. On the other hand, the theoretical framework consists in defining a research problem on the basis of a literature review describing the subject of research, concerning various aspects of the scientific discipline within which specific research works were planned to be carried out . Therefore, defining the theoretical framework of the research problem is one of the important elements in determining the conceptual framework for the research to be conducted.
