Open access journals could be either paid or non-paid from an author's side. This means, some open access journals charge an article processing fee or submission fee or both from an author for publishing articles. There are also open access journals affiliated to universities, research institutions, societies, associations, etc., which do not charge an author fee for publication. However, all these open access journals do not include a subscription fee for readers. One can read, reuse or/and download articles from open access journals without making a payment.
What do you mean by paid SCIE journal? I can understand this in two ways - a journal indexed by SCIE, which also includes an author fee or a journal indexed by SCIE, which is subscription-based. If the answer belongs to the first category, then it could be a subset of the open access journals.
However, if your actual problem lies between the open access and free journals (free for readers, but not for authors), then the 'free access' is only a one aspect of the 'open access'. Open access comprices flexible copyright laws than what includes in mere free access. Reusability of content and retaining copyrights with the author are some of the significant aspects of open access publishing.
There is no any difference if they are indexed by leading databases like scopus, web of science, etc. If they have impact factor, then there is no difference at all. There are two types of open journals 1) collects article processing charges (APC) (2) not collecting article processing charges. You may use DOAJ (www.doaj.org) to get quality OA journals who are not collecting APC to submit your papers.
