ESCI is a subset of JML but the ESCI journals do not necessarily advance further to JCR (see e.g. the Youtube video from WoS linked below). On the other hand, it does not appear to me that the journals which will be advanced to JCR will necessarily go through ESCI.

The best thing to do is to approach your academic superiors and ask them if it is acceptable for you to publish in non-citation indexed journals. In some countries, any journal that is peer-reviewed, regardless of whether it has an impact factor or not, is considered superior to a book chapter. If you have already met your quota of required SSCI articles and are writing something for political reasons or for a cause not related to proving research excellence, it may be deemed more appropriate to target the audience of a non-SSCI journal.
The selection process for ESCI is the first step in applying to the Science Citation Index (SCI), Social Science Citation Index (SSCI) and Arts and Humanities Citation Index. If a ESCI journal qualifies the evaluation, it appears to be in Science citation index. So ESCI is an intermediate state. Actually ESCI as discussed earlier is a part of clarivate analytics no doubt about that, as far as I understand the question is whether one if published under this cat can be recognized as ISI indexed or scopus? The answer is yes its also ISI indexed but with no impact factor (reason of no IF already mentioned earlier) so its easy to get published here under the same indexing but no IF. For scopus , this discussion would not help because its only about Clarivate . Scopus status can be checked separately in SCImagojr. All journals under ESCI have no IF.
ISI-IF is three categories: ESCI, SCIE then SCI. First of all, journals accepted for coverage in ESCI must meet the criteria of:
1) Peer reviewed
2) Follows ethical publishing practices
3) Meets technical requirements
4) Has English language bibliographic information
5) Recommended or requested by a scholarly audience of Web of Science users
Then after that, the journal must be under revaluation for year or more. If Clarivate Analytics found the journal is suitable, it will be classified under the name of ESCI and become ISI master list without Impact Factor. Later on, if the journal get IF, it will be classified under SCIE
Journals indexed in the ESCI will not receive Impact Factors; however, the citations from the ESCI will now be included in the citation counts for the Journal Citation Reports, therefore contributing to the Impact Factors of other journals.
If your journal is indexed in the ESCI it will be discoverable via the Web of Science with an identical indexing process to any other indexed journal, with full citation counts, author information and other enrichment. Hello, I am wondering about the process for E-SCI's to be transfered to SSCI or SCI journals. Is it possible for Emerging SCI journals to later be considered to make the cut?
Possible, but there are very few that will make the cut. In each field of research, there is room for only a few to be added to the index. I have seen a few journals gain coverage in the SSCI/SCI that do not go through the ESCI.
I searched the Web of Science and Clarivate master Journal list for a few journals listed under ESCI. Though they appear in Master Journal List, they are not in Web of Science. It is really confused.
I think the journal master list contains journals classified under SCI, A & HCI and SSCI. They already have impact factor.
But those journals under ESCI have no impact factor as far as clarivate analytics is concerned. They may have impact factor in Scopus, scimago or snips.

All journals submitted to the core Web of Science (SCI , SCIE, SSCI, ASCI) databases will be evaluated. If they’re successful they will be indexed in the ESCI while undergoing more in-depth editorial review.

ESCI is the initial step. An ESCI journal moves to SCI or SCIE after rigorous evaluation. A journal can be removed from ESCI list if the required quality is not maintained.

Both ESCI and SCIE are the indexing of of the journals in web of science (clarivate indexing ). ESCI or normally EI is the initial ranking after declaration in web of science. It falls in a category of journals that are included in this database (WoS) on a trial basis, that is, they are candidates for full inclusion in the database with an impact factor if these journals will follow correctly the database conditions. After successful trial period it will become SCI or SCIE.
