References refer to authors / theoreticians cited in your manuscript, including Internet sites. Bibliography refers to all authors / theoreticians who have used or read in your manuscript.
I agree with Gustavo. Bibliography includes all the sources consulted whether or not actually cited while references are strictly works cited in the text.
Refernces is a type of bibliography but all entries must be cited in the text that accompanies it, A bibliography can be just a list (normally a comprehensive one) on refernce related to specific subject whether they are cited in a text or not, In fact, as part of an exercise at McGill we were required to put together a bibliography for which there was actually no paper.
