Normally they are used interchangeably. However if we say GSC Practices in general without any prior or later reference it could refer to different areas, like marketing, operations, technical, legal and list goes on. GSCM Practices refers more specifically to the related field of Management.
Here, academics and managers have just to understand that "a supply chain" is a organizational configuration (organization), and "Supply chain management" is the set of mechanisms and practices that help having charge of (managing) "a supply chain". It's like speaking about "a firm" and "management" !
