I suppose there is a huge difference between cyberthreats and cyberbullying. Cyberthreats usually criminal law matters, thus it has more severe consequences than cyberbullying.
In my understanding and research experience cyberbullying is mainly focused on the school environment, and affect students. Furthermore, in cyberbullying cases the limitations of freedom of speech in the virtual world by students means the key question. However, if a cyberbullying rises to the level of cyberthreat that would become a criminal act instead of cyberbullying.
Also, the most important element of cyberbullying is the power imbalance between the two parties, which affect their relationship. Cyberthreats could be addressed to states and institutions, cyberbullying cannot be directed to institutions.
