the given value is DC. The frequency dependence (radio frequencies; isotropi case, no magnetic fields) can be approximated by:
sigma = sigma0 / (1 + j*omega*tau)
sigma0 is the DC-value, omega the circular frequency, j the imaginary unit and tau the relaxation time.
