I want to find up-to-date information on the current state of conventional (traditional) plant breeding in the world. Is the conventional breeding approach applied in the small breeding companies or crop giants like Monsanto and Syngenta now? For example in order to produce lines for subsequent marker-assisted selection (MAS) or genetic modification (GM). Or the traditional breeding approaches are currently totally substituted by the MAS and GM approaches?

I am of the opinion that “Convectional Plant Breeding” techniques have not completely been substituted other technique OR likely will not completely substituted by other methodologies. This is because; products of other techniques are not accepted universally. Other techniques/facilities may or may not be available in all parts of the world. Every concerned may not afford the cost effectiveness of the other techniques.
The basic bases for plant breeders are (1) the creation of variation, or take advantage from pre-existing variation, and (2) select those outstanding phenotypes and/or genotypes. The way in which the variation is created, and the plus-types are selected, depends on the advances in sciences and technology. Nowadays is "easy" to control the role of Mendelian characters, and probably to know how they interact with the rest of genome. However, nowadays we are far to manage and understand (predict) the result of the complex combinations produced after the mating. Therefore, in my opinion, mating are still needed for a long lasting time as conventional method. And of course, selection too.
Many companies and researchers use conventional breeding methods, however they take advantage of the new technologies to increase the pace of improvement . In the end after you use different technologies to identify parents, genes or traits conventional hybridization is the best option.

i think the breeder must be create variation first and he evaluate this variability and select the good new recombination to produce a new strains or new varieties

Well, traditional breeding is the base of breeding I mean in order to reach your target you have to start with traditional breeding. Let me say an example traditional breeding is like construct building and MAS is like furnished this building
