I have dead insects specimens stored in 95% EtOH that I need to ship to Mexico. I see that I might need a USFWS permit (probably don't because these are not commercial insects) to ship from here but is there anything I need to get approved by the Mexican authorities? I also see that there are restrictions on shipping dangerous substances but if they are in small amounts of liquid it is fine although there are specific protocols to follow.

You can ship them by package (by mail???) tightly kept in vials or Eppendorf tubes in alcohol. (Well close the tubes with parafim for example). I think that you don't need any specific protocols because it is not a dangerous biological material. if you have to take plane, that's another story.

Recently I traveled to London and I took with me specimens preserved in alcohol 96 °, placed in Eppendorf tubes closed without any specific protocols. I don't know the procedures with mexico but I think, in the case of a shipment, you should prepare a certificate proving that it is a biological material without danger and you can send them by DHL. There are specialized services in this type of shipment (as the case of sending samples for sequencing).
