Its a rather big question and a rather big topic.. depends on audience and scope really. One graphic is not going to do it all justice but if focused onto a particular subject such as natural hazards, or planning a graphic could be more egaging. If one is more interested in a system level analysis e.g.for designing an SDI then UML style diagrams could be useful.
Neil Sang Many thanks for the reply. The scope of the question is really wide, but the idea is to try to create a standard core, in general, and that can be expanded according to the theme that is used.
For example, in the formulation of a public policy, some steps are foreseen, but depending on the topic or stage of the public problem, some steps are not necessary. This context, together with the use of geoinformation, would be represented visually in such a way as to simplify the comprehension and understanding of this process. Thanks.
A classic way would be using the 'policy cycle'. I believe that at every stage of this cycle, geo-information (or more broadly data) can play an important role (depending on the topic) which you can also show graphically. This includes the monitoring and evaluation stage. However, there is also criticism on this cycle as reality is of course much more complex and dynamic. Steps in the cycle may be skipped, repeated etc.

The level of perception, recall and comprehension is facilitated by the use of graphic design strategies and infographics. Information with descriptive images, colour psychology, mind mapping and Visual Thinking techniques help to a better understanding, especially if the data is complex.

Hi there. A big/generic question, indeed.
Monitoring and evaluation are actually two well defined parts of the policy cycle. Whereas the monitoring helps to keep track of the status quo and to identify possible changes, the evaluation would take that data (and apply additional mechanisms such as consultations) to understand if the policy reached its goal(s) - and what might need to be done differently in the future.
Eventually, all public policies will go through these phases, and this at all levels of administration (local to global). The actual use of geographic information will thereby differ between administrative levels (e.g. many macro-regional or global policies might aggregate data on country level), but also from case to case (e.g. air quality monitoring had an inherent geospatial components whereas consumer protection might have - arguably - less, at least the required level of detail might be much different).
Before thinking of the best graphical representation of anything, I would thus begin with categorising different kinds of policies, and different forms of geoinformation that are used in the monitoring and in the evaluation (again considering both separately). From there, I would then ask myself what I would want to analyse or communicate about the use of geospatial information in policy monitoring and evaluation.
If the main purpose would be to underline that location data is very important in many policy areas, I could imagine ending up with a schematic overview of the overall situation, highlighting a few cases that heavily reply on the use of GI, and then extrapolating what that might mean for all sort of policies at all possible administrative levels. I could also imagine ending with an outlook on the future use of location data and technology for policy making in general... but this is yet another story.
