What is the best solvent to be used to get bioglass suspension, Which can be subsequently used for cytotoxicity analysis?

I have to test different combination of bioglass in powder form to screen the best composition for further experiments. So would like to know in which solvent can I dissolve bioglass (powder), which can be used for cytotoxic assays.
