I think WEKA with its efficient GUI is more suitable for Data Mining beginners and professionals.

WEKA is for people that are using Machine Learning for quick use without understanding the algorithm. Unfortunately people widely use it for its better GUI, in their research applications , get a result and publish paper.
For good research R is the best option available.
