There is a program from my home Institute to send young researchers abroad for training on recent advanced technologies in agriculture. I am trying to get the right place to take a training program on using crop sensors to improve nitrogen use efficiency.

What do you mean with "training program"? Wageningen University in The Netherlands has several programs (BSc, MSc) in Plant Science and Plant Biotechnology that you can customize to match with your interests and it is considered as "The best university in Agricultural sciences in the world". I am finishing a MSc in Plant Biotechnology there and I would definitely recommend it.
