What do you think is the best model/method to predict traffic road congestions using navigational data based on monitoring information (GLONASS system). Would be for urban passenger transport (tramways, trolleybuses, route taxis) in small a provincial city like Tomsk without complex road junctions that has a historically based (not expandable) urban road networks. I'm from Russia, Tomsk city.
Any ideas?

Hi Alexander,
there is a plenty of models of traffic road, using macro-, meso-, and microsimulation. Maybe with navigational data you're more interested in microsimulation model, anyway I myself set up a mesosimulation model.
As for commercial package for microsimulation, we're using AIMSUN, with satisfactory results.
I believe that there is not "the best" model, but each model has pros and cons.
