Your best bet is to first dry mix the sand and cement for about 1 minute, then add all the superplasticizer in 50% of the water. Add the water with superplasticizer to the dry mix and mix for about 2 minutes. Add the remaining water and mix for an additional 1 minute. Then slowly use hand to disperse the fiber into the mixture while the mixing is going on
