In many isolated communities there may be plenty of choice and limited availability of energy resources. If you want to plan the rational use of this resource in a possible energization of the community, it is necessary to do tranves of mathematical methods. There are many mathematical methods applicable to isolated rural context.
You should keep in mind that there is no magic or best method for doing something . Don't believe the rumors you see in papers.

this is a good question as the mathematical complexity depends on the type of energy streams you supply to the rural community and if you want to manage energy supply and demand based on microgrid or smart microgrid principles.
