To me an area frequently occupied by water and causing damage to properties. Resilient buildings should be designed and constructed in such a way to avoid, prevent, or reduce the damage caused when flooding takes place....i think
Before modern urbanization, settlements were taking into account water borders of rivers, lakes and sea as something that could variate over time and season. In contemporary cities water elements are strictly controlled in their limits and edges, e.g. the walls built to contain rivers passing through cities, to exploit high price urban lands. Flooding happens when water brakes the limit imposed and built by man compromising the utilization of urban areas as planned.
The best architectural solution to flooding is the one that takes into account flooding as a design element, that uses water as a functional elements. It means that the architectural solution will be flexible and will change accordingly to the presence of water or not.
