Is it employer or employee should be responsible for health and safety on construction site
I assume you are asking about risk assessments centred around health and safety of the construction site.
Generally speaking, the employer would assign someone like a site manager, site safety manager, project manager to be in charge of health and safety of the construction site. That said, employers themselves need to have proper clearance of safety standards, OHS procedures, white card and the like.
If an accident were to occur, the onus would fall on the individual who has been found negligent. For example, the employer would be at fault for not providing a safe working environment if there were no proper safety signs and rules at the site. If an employee, say, construction worker, does not wear a helmet in a designated 'hard-hat zone', and gets injured, he has only himself to blame for his own negligence.
