@Behrooz Arastoo, In my opinion this is the era of V and S. V stands for volunteered ans S stands for services. Now let me explain briefly. The fact is governments alone can't collect data and also not so quickly as the volunteers can especially in countries with fragile economy. Therefore, new trends in (spatial) data collection is to motivate and engage volunteers for doing that because without (updated) data no planning can be done.
It is the era of services. Therefore, applications that can provide services instead of data to support spatial planning are on the move.

First of all I'm still in the beginning of spatial planning field but in my view the segmentation method could be helpful to get good result in spatial planning field with eCognition software that provides a perfect tools to Segmentation to classification and spatial planning.
