What is effective rainfall in Burma ?

I came across this equation to compute effective rainfall in Burma

During the wet season, rainfall of less than 0.5 in. is considered as ineffective. Above this figure, 63 percent of the amount greater than 0,5 in. is considered affective rainfall. Baring the dry season, rainfall of less than 1 in. is considered as ineffective. Above this figure, 65 percent of the amount greater than 1 in. is considered as usable by the crop (Kung, 1971).

Has anyone used that formula before?

Does anyone have a more recent formula ?

Also in the formula, should not it be "during the dry season" rather than "baring the dry season"?
