Some species are very simple to bred.
What you need the most is a thermal cabinets for your larvae and imago, it's easy to built by yourself.
I totally agree with Benjamin Creton, is very important the mosquito species to breed.
Question is not clear weather you want to breed mosquito in your area or control mosquito breeding with suitable methods.
Yes Ayaj. Echoing the comments above, please be more specific about what you want to do. Start mosquito colonies in the laboratory or identify larval sites in the field. I'm sure respondents can help you if provided with more detail.

I understand that you wish to culture mosquitoes in your laboratory or to establish an insectory. The cardinal rule is to maintain 28 plus/minus 2oC temp. and 70 plus/minus 10% relative humidity in the room. Rearing can be done in enamal/plastic bowl...can use ordinary filter water....larval food (dog biscuit + yeast 3:1 ratio) to be provided daily,,,....water change every alternate day......adults to be fed on 10% honey solution in a cage and to be provided caged rabbit or fowl for blood meal...and that's it
im totally agree with Benjamin Creton, all depends on the species of mosquitoes that will in rearing. There are mosquito species that are difficult for rearing and are easier. if that would be in rearing is anopheles, general conditions required are the temperature is between 26 – 28 oC, and the humidity in the room on average 70% or between 70-75 %. for the larva reraing can be done in enamal bowl, and for the food is mix (dog food + meat + yeast + with 5:3:10 ratio), water must be change every day and for adults to be fed on 10% sucrose solution in a cage and to be provided caged rabbit or fowl for blood meal for the female.
