I think you can adopt in-depth interviews, observations and shadowing technique to generate information on the topic you mentioned.
Have you considered using Q methodology. It is a mixed methods really but ideal for exploring values

For values and perceptions you may work with case scenarios. These enable the interview partners to a narrative part. However, if not constructed well enough you may get biased by social desirablity.
